If this gene fails to activate it's possible for someone with XY chromosomes to develop predominantly female characteristics. This doesn't mean that the concept of sex stops existing, most men are still just men but some people may not clearly fit into this category. If you are a biological male at birth you will always be a male and some genetic abnormalites will not change this.
