No, an economy constructed on the worship of exchange value can never adequately respect use value. Even from the point of view of growth, state capitalism is superior, as evidenced by the ussr going from a country of 90% peasants to winning the space race, and the East Asian economies which since the post war period (but later for china) have showed the vitality and dynamism of state capitalism when run in a certain way.
Of course, in these economies exchange value still dominates, which is why actual socialism, that priorities needs rather than profit, is needed

The problem is a lack of effective demand. People wouldn't be using food banks if they could afford food themselves. Ironically if the rich were adequately taxed then the poor wouldn't be left in a situation where they're relying on charity, that most degrading thing. Still, capitalism structurally must always prioritise profit over all else. Ethical concerns = going out of business.
