No, an economy constructed on the worship of exchange value can never adequately respect use value. Even from the point of view of growth, state capitalism is superior, as evidenced by the ussr going from a country of 90% peasants to winning the space race, and the East Asian economies which since the post war period (but later for china) have showed the vitality and dynamism of state capitalism when run in a certain way.

Of course, in these economies exchange value still dominates, which is why actual socialism, that priorities needs rather than profit, is needed

National socialism has literally nothing to do with actual socialism though. It was the reaction of German industrial capital to falling rates of profit and an ever increasing vote for the communist and (actual) socialist parties.
