How about this, lads:
The government writes into effect a law which grants the Home Office powers in emergency situations to limit 'panic buying'.
Upon enacting these powers all registered grocers are legally bound to allow only a set number of items to be purchased by someone each 24/48/72 hour period. The details of what items are allowed would be considered carefully and would be stuff like
>one bag of rice
>one bag of pasta
>one pack of toilet roll
etc.
This would be incredibly simple to do with large chains since they use heavily automated checkouts which could be programmed to not allow anything more than the mandated list of items.
Moreover you could also make banks put into place certain barriers to using cards e.g. each person can only use one card registered to them at a grocer within the same time period as the items are allowed to be bought.
Obviously this could be fleshed out a lot more and the details worked out more exactly, but overall it's a very easily enacted policy that would receive unilateral support. But of course, nothing like this ever gets put in place, does it? How many years since the last panic buying fiasco? Haha, nah we didn't implement any kind of protection against panic buying even though it's be really easy, lmao!
