Most of the retards here will tell you to bulk, but don't. Your bodyfat is at stupidly high levels already and you're one of the worst skinnyfats I've seen, bulking would bring your fat up to downright unhealthy levels and do more harm that good.

I would suggest cutting to 10% bf and bulking from there. And lift and do cardio when you do this, it will change your body composition for the better

Your weight is so low you'll probably end up losing more muscle than fat. I would lean bulk and you will probably look more defined just from muscle gain. In 2 years of lifting you could gain 15 to 20 lbs of pure muscle if you lean bulk and you'd look awesome.

Definitely cut op. You look good for being 20%+ body fat. Visible arm definition and even vascularity at high body fat. Your gonna look good bro. Just remember to cut nice and slow and eat at least 0.7g of protein per lbs you weigh. Take your tdee and -500. Good luck
