you want to work on the things that will make you lose weight. so trimming down first, then bulking on the correct foods and then working on gains, whether they be cosmetic or functional.
but please note that diet is important and will make it very difficult to do anything productive if you eat poorly.

Because lifting weights does not elevate your heart rate for long enough to burn any substantial about of fat. Also muscle is denser than fat and weighs more.

its very easy to eat until you feel full but that may not always be the best considering your stomach will accommodate in size based on how much you eat regularly.
On the flip side for some understanding:

so work on your aerobic exercises, lose weight. lets say 280ish, then bulk on proper foods. after that, muscle up all you want. fuckin get ripped guy.
but the rowing machine (despite it being good at working key muscle groups), it will not be as efficient at the initial weight loss you need as any other aerobic cardio exercises.
