In MOBAs, yes. Thus why Riot increased the number of bans as the champion pool expanded. In theory, there are legitimate reasons to have bans in competitive formats such as to ensure that players cannot rely on one or two champs without learning others or to limit the amount of practice needed ("I will always ban X, so I don't need to spend time practicing against X") to give a break to the already grueling training schedules. These kinds of things can be seen in other places, such as Starcraft where pros will ban maps that don't fit their playstyle or which are too much of a fit for an opponent (when there aren't maps in the pool with blatant bias toward one race over another).
But for most games it is indeed about shitty balancing, in a way a tacit admission that the shitty balancing is intentional to promote skins for the champs that get left OP patch after patch.
