With the TLOU II debacle it was basically proven how it isn't money or time what makes a game polished or be well written. How does Rockstar do it?

GTA5 was sold only on the story. Every reveal trailer was about Michael, Trevor, and Franklin. It didn't even release with multiplayer at all for a month.
I hate multiplayer in Rockstar games, I pay $60 for them for the single player campaign, and know plenty of others who do too.
GTA is known as the "game people play to fuck around" and every normie wants to play it. Always was.
Game has a decent enough story and some good characters, but those sales are not coming from the story at all. And i say that as someone who prefers single player games.

the main takeaway from the reveal trailer was setting and the fact you could play as 3 separate characters, but I don't think people were that hyped about the actual plot of the game

If they keep cranking out turds like V and RDR2 I wonder how long that's going to last. Both of those games demonstrated a terminal lack of understanding of what's actually "fun" in a video game. It's not watching game television or being compelled to learn how to play a minigame that has no reward and you won't do again except if the game forces you. Both games rolled final credits when they were at the first third of their collective narratives, neither one executes any kind of satisfying peak, it just rolls on in an endless cavalcade of shit meant to distract you, then it's "over" but it's not really over you can keep stealing horses or repossessing cars in a world that doesn't care how many times you do either one of those things forever.
