Seems that way. I've been hearing about how good it is for almost two decades and finally started it earlier this year. I took a break for a while after Fei got imprisoned because it had gotten pretty boring at that point. I got back to it when I was away from home and just had my laptop with me, so I continues and now I'm about to make my escape from the prison. I'm playing in Japanese, so at least I don't have to worry about the localization. From what I've seen and read of it, it's pretty rough (though a large amount of it was done by one guy, so it make sense).

it's impossible to enjoy this game or the people who liked it are blinded by nostalagia sure, there are some good moments (the tower of babel, etc) but the game is a slog from start to finish.

as a game yes, it is extremely dated. those platforming sections especially, or some of the incredibly long boss fights with dialogue in between which aren't skippable if you happen to lose, are very frustrating. some of the dungeons looked hideous and went on forever
but, the game does have an undeniable charm throughout. most ambitious plot maybe in vg history (arguably a little overambitious), awesome and memorable characters and villains, cool towns, nice ost
it took a while for me to get past the ugly 3d visuals and constant random encounters, but i'm definitely glad i stuck through it. felt like a true epic adventure

The link lists the exploits of a certain character, who the writers obviously intended to be seen as sympathetic and one of the protagonists. But because Xenogears' story structure is so ridiculously convoluted, with crazy revelations and shocking twists happening at every turn, examining the actions of that character for even a minute leaves one no choice but to conclude that said character is utterly despicable, because the writers had no qualms about twisting characters to faciliate their convoluted rollercoaster of a story. This is how the entirety of Xenogears' story is constructed: it's all style with no substance. All surface depth, appearing to be deep by name-dropping just about every philosophical and religious concept in existence, but exhibiting about as much understanding of those concepts as a 4-year old.
Another strike against the game is that half of it is missing. The second disc of the game is basically like having a friend tell you all about how amazing the game is while occasionally handing you the controller to fight some boss battles. That's is not an exaggeration, it's literally what the game does, with the characters sitting in chairs and recounting various events with the odd boss battle in between. I have no idea why people gave it a free pass while completely losing their shit over something like the Mass Effect 3 ending.
And the dialogue feels like it came straight out of a machine translation. Everyone speaks in very basic English that fails to give characters a distinct voice and presence. As a result, every interaction in the game just blurs together in a sea of generic expository dialogue.
Most of the side characters become nobodies after their introduction. Once their arc is complete, they have no more role in the plot. At least most of the cast in Final Fantasy 7 still have a purpose. The cast of Xenogears just tosses them aside for Bart, Citan, Elly, and Fei.

Just finished the Saga games for the first time and this guy's correct. Saga 3 was the only game to have decent mech combat.
Saga 1's mech combat was so bad that it was entirely optional and never once did I even look at the menu for customizing the mech.
