Yeah Sims 2 is probably the best one overall.
4 does have more options now, especially for building and create-a-sim. But 2 is better gameplay wise, although you can improve 4 quite a bit with mods. 4 looks better than 2, but not by that much, in fact 2 holds up much better graphically than 3. Of course 4 (and 3) has the best lewd mods though.

These two mods make Sims 2 still look pretty nice.
I don't think graphic improvement mods work well in a game like that, which is meant to have a cartoonish aesthetic.

While I agree with the general sentiment that Sims has been dumbing down you are exaggerating quite a bit by omission. There's a few new things brought to the franchise like multitasking, gender neutral sims, etc. and some of the things you claim Sims 3 removed, e.g. memories and chemistry, weren't removed but just weren't present at launch.
Honestly, my biggest problem is mostly with Sims 4 and it's not that the gameplay was somewhat watered down or that the are still nickle and diming with the expansions but that it's so fucking focused of providing content for middle class young adults and nobody else. Why, for example, are there multiple fucking e-celeb career options available and very few normal career options? Why is it that 6 years after release they are finally adding some elders content to the game? Even then it's not much. Why don't adults invite other adults to go to the lounge? Why is it just assumed everyone loves going clubbing so that's the only option on offer? Somewhere along the way they forgot it's a life sim game and not a self insert and live your fantasy as a sexy internet star game.

In Sims 2 you can already make them do stuff while they're doing something else, like throw food while they're having lunch. It was just expanded somewhat and given much more emphasis in Sims 4.

By default the game makes them automatically. It actually goes a little overboard with automatically creating them so most people set them to manual to avoid bloat. It's called attraction in Sims 3. It was a base game patch, not an expansion feature. It's not in Sims 4. The devs have flat out said there's almost no SP in Sims 4 because they decided to leave almost all of it up to the players. You aren't supposed to play just one household in Sims 4. You are supposed to play rotationally. They were trying to make it like Sims 2 again. Apparently a lot of people are installing WW now just for the attraction feature it offers which is way better than anything Maxis ever made.

yes because the console and PC versions of the sims are the same game entirely and are totally on the same engine by the same developer so it would be no issue at all to just copy and paste between them
