Yes, they did. The problems only come with M5 and up, the rest of the game is in a much better state than BL2 ever was

Everyone had 3 different skills, and 5 or 6 modifiers for them too. Even the passive skills were more interesting.

Yea I don't know what the fuck is up with the drops. I pirated it at launch and the drop rates were fine then, now I bought it on steam to play the dlc's and literally every other rare mob is dropping 2-3 legendaries.

The scaling applies to everything, enemy hp included. They're far less spongy than bl2.

Core gameplay with lots of QOL improvements. Leveling scaling is more in line with the original IE it's not exponential so lower level gear isn't worthless as soon as you level up. Story is mostly trash, for example they rehash the exact same way Roland was killed for another character. To some credit the writing isn't quite as terrible as 2 or pre-sequel, but that's not really saying much.
I'd say grab it if you have friends in it or are just crazy into loot n shoots

You've never even played the game. I consistently one-shotted almost every enemy with headshots my entire normal playthrough. It's not until higher Mayhem levels do enemies becomes spongey, and even at Mayhem 10 where enemies have 12500% increased health I can STILL oneshot enemies with a Yellowcake Moze splashdamage build. I one-shot endgame bosses on THVM M10, enemy sponges don't exist. Your build was just dogshit or you didn't even play the game

No, it's worse. I loved BL3 but by god was the dialogue unbearable, doesn't help that THEY NEVER FUCKING SHUT UP and you're constantly getting voice messages, which sucks because you can never appreciate the really good soundtrack.

god i wish they would give the MCs real dialouge and the NPCs real responses rather than the generic stuff they say now. is writing 4 different lines and reactions really that hard when games like saints row or mass effects had several different MC voices throughout the full game.

It's kind of weird how much of a good game is hidden here, you have to really dig and turn your brain off to get through the god-awful writing.
The environments, while cliché to the point where they make a Mario games landscapes look innovative, are fucking massive. Enemy variety is huge compared to BL2 which was basically just Psychos and then Loader Bots. Gun variety is great, so much creative stuff. The ambient music is incredible - its core gameplay is really really strong and satisfying.
It's literally all overshadowed by how abysmal the characters, writing, art style and forced diversity pandering are. For every great moment you nuke a bunch of enemies in an arena with your cool build you're listening to Lilith fucking speak for 10 minutes straight after. The voice acting is ABYSMAL - it's the worst I've ever heard and it makes sense considering Gearbox's track record of not using union (a.k.a good) VAs. It's completely baffling how much talent went into this game and it feels like Borderlands doesn't deserve to be as good of a game as it actually is.
