everything about the battle system in this game screams that the devs had originally allowed your characters to move during battle (think of the geometry-based techs that hit in a line). i'm guessing they found it too hard to develop, so they dropped the idea. I still think it could be worked in somehow...

I agree. Tech progression very quickly devolves into fullscreen all the time or single target. Characters being able to move and more line and character-radius attacks is the way I'd expand on the game.
I think the main issue they must have hit is that the battle positioning would have no environment collision, or they'd have to deal with that in some turn-based way while also accommodating odd boss rooms like Giga Gaia and Ozzie and such. The lead character could become stuck in walls or skip large dungeon segments after combat if it were allowed straight up.

It's a novel game with lots of interesting ideas about jrpg combat which was basically atb, DQ, or wizardry at the time. It doesn't handle all of them perfectly but it does them enough justice to be good. It has a fun story about time travel that never tries too hard to explain what's what and how it's happening, and a looming threat throughout.
Plus multiple endings. It's a good game. I'd say great even. Looking at it now, it doesn't seem all that special if you look at all the games that came out around the time it did, but in a bubble of it's release, it was pretty groundbreaking.
Sorta like sm64, it's still fun to play, but you can tell it's aged.

They did.
They wanted to give the ability to move in battle to the player to some degree but it was to difficult to implement.
They also had some sort of Active Time Event Logic System where you can interrupt NPC's when they talk and stuff but they couldn't implement that either.

Crono/Ayla/Frog is always a good combination. You just spam Heal with Frog while Crono/Ayla use their double techs which deal really good damage. Lucca is probably the most useless party member. Every new tech she gets is just another fire attack.

You can use other pieces of armor that grant the same thing actually while equipping haste helms.
Marle is pretty viable overall though. Frog is the is the least useful party member and even he is workable.
