Gamebryo isn't a very good engine and the PS3 and Xbox 360 were not very good consoles at that point. They were probably could have done more if the engine wasn't so dogshit, just look at Assassin's Creed's big cities.

There's a lot more going on in the strip than there is in the open world.

It couldn't handle that either which is why there are PC mods to restore NPCs and clutter that were cut to appease console versions.
