"Press" in this context includes both the pushing and releasing of the a button. Thus, only pushing or only releasing the a button can be considered half of an a press.

However, for the purposes of the run which the video was only a SEGMENT of, the "A press" that needed to occur for A to be held could have been started in a level that required a full A-press and conserved on the trip into Watch for Rolling Rocks.
Therefore, in the greater scheme of a run, it doesn't add an A-press, but does require A be pressed at some earlier point.
How would you denote that? 0.5 A presses, of course.
But games have an 'end' point so technically you can. If you reach the end holding down a button then you've half pressed it because as far as the game is concerned it was never released in the existence of that play through.

Technically holding down the A button means pressing A for most of the run - and a run with a minimal amount of A presses would be one with the fewest frames that A was activated.
A "half press", as pannen uses the term, only refers to a technique in TAS SM64 runs where the A button is held down after the initial press in order to perform actions later in the run. He would not say that a literal state of half-pressing exists.
