"Deserves" is a dumb concept when it comes to picking characters. If a series has a character that make sense (important enough of a character, fun/unique moveset potential), it is a far better reason then a series that "deserves" more characters.
That's why my answer is, without a doubt, donkey kong. Donkey kong still has plenty of important characters that could make it in. Dixie, cranky, and funky echo are the most obvious. Kirby on the other hand doesnt have anyone good besides one off characters and bandana dee, and bandana dee barely counts since he's a generic enemy turned into a payable character so that there could someone for a 4th player.

Honestly I think they're both pretty set as is. Yes Dixie would be cool but it's tough to get excited about what she has to offer. Also I don't want to hear the synthesized monkey sounds for her. More than the other DK characters, that just wouldn't feel like her at all. It's unfortunate that with characters like Rick, Gooey, Marx, Magalor, and Dark Matter, Kirby's most viable option is also the most boring. I won't deny Waddle Dee is the most iconic though.
Have you guys noticed how hesitant Smash is put in those kinds of third or fourth stringers? The only ones who fit that bill are Daisy, Rosalina, and Chrom, who is still pretty much the main character for 2/3 of his game. So really only Rosalina in terms of unique characters. I wouldn't count Plant among these kinds of characters if only because there's never really been a straight up mook playable.

For what it's worth, Dixie actually almost got into Brawl, as apart of a tag team gimmick with Diddy in reference to DKC2. This was dropped because of system limitations.
I guess she wasn't revisited for 4 because Returns came out and only had DK and Diddy, and K. Rool took priority for Ultimate because of the ballot.
