Depends. If she does it in neutral the universal answer is to dodge the first hit then either super jump over or duck the second hit. You shouldnt even have to find yourself letting that shit fly if you have a projectile. In case you're Zeta, she will never have the chance to use dragon laser in neutral because you can shut down that gameplan with your laser.
In the corner though its an entirely different ballgame. You need to fuzzy jump OS if you think theyre going for a grab.

You were doing a safejump attempt. You can not do that off 214H~H or 623H enders. You can do that off 214H~6H>2U or any route that ends in 2U. For 2U enders dont bother setting the dragon.
