The "Your House is Safe Now" is kinda mundane and should be a bit to the top. It's just Vivec failing to achieve CHIM. He's almost there, but his doubting mind causes him to fumble as he reaches the apex of his Tower. Of course, he wrote this so that those who walk the sixth walking way will now how to NOT fail the Psijic Endeavor, much like Lorkhan had the Aedra create Nirn so that everyone can use the mortal world to transcend the dreamer's dream.

I'm just saying the "Your House is Safe Now" isn't that deep lore-wise. It's from Sermon 19 of the 36 Lessons of Vivec and it's about him trying to achieve CHIM but failing at the last minute.
The "Provisional House" he builds is the tower, which is "safe", because he's already experiencing the godhead, but his mind doubts so he doesn't achieve CHIM.
