Yeah, the clothes and hair look more like gas than what they should look, but you should see that this is a massive step forward in physics rendering and with a bit of tweaking it will look indistinguishable from reality.

i remember Rockstar showing off tech like this years ago around GTAV which was of course never used again

Niggers this is stone age tech. We've had software that reliably simulates cloth and hair for almost 20 years now. It has even become standard in real time applications for the last 10 years. This is the simulation equivalent of the unity platformer template and is not impressive in any way shape or form.

thats why there are still games even today that doesnt have a cape with cloth physics, let alone the entire clothing

It can be done, but that doesn't mean it needs to be done. Sure, a cape that has physics is cool and adds some realism to animations. But full cloth simulation? Is it really that important to simulate every single crease of your pants? As long as animation isn't procedural, things aren't going to be moving in any way that's unpredictable. There's a really common solution to this. It's called baking. And most AAA games do this. They simulate the cloth on these animations in 3D clothes software like Marvelous Designer, export the cloth as a depth map and use this depth to add normals based on animation states. Saves a ton of computing power with a minimal growth in file size. Solutions like these are more impressive than low resolution real time simulation.
