Given how many people in other countries don't upgrade consoles until much later, it makes sense to release the remaining chapters on both PS4 and PS5. I'm not sure if you realized but the characters basically stop interacting with eachother after Midgar. In Midgar there was tons of dialogue and characters actually having conversations and bouncing ideas off eachother. Because you can choose your party after Kalm, they basically cut these kinds of conversations out and now you just have a handful of generic responses from the party members to the situations (usually 1 per character) and then Cloud talking a bit to the central character (ie. Barret for Dyne, Aeris for Temple of Ancients, etc). Most of the game time after Midgar is just traveling from point A to point B with little dialogue.
