No. They will never be considered art because when people try to show that they are, they use shit like The Last of Us as an example. The Last of Us is a horrible example, because it does not showcase why games would be art, it merely tries to imitate theater. Games are not movies. Their artistic merit is entirely separate from what makes theater art, just like how music is different from paintings.
