It had nice hardware for the time but it has no games and the homebrew scene is horrible because nobody owns one or cares enough to develop for it.

Handheld gaming was a mistake, It's supposed to be a "gaming" device. Somehow smartphones always out-power them withing a year of their release. And the best we get are last gen ports. You are better off playing gachas with mobile data.

Sony made Vita to be a an all-out system but they fucked it up with the very expensive memory cards and lack of western devs interest.
Nintendo learned from Vita and focused on getting support from Western devs to make Switch a success.

In theory it can. And in practice the snes9x fork runs snes games far far far better than leltroarch or the snes9x psp version.
The issue is no one bothered making any homebrew for vita, so 99% of people are using shitty, old cores for retroarch, or emulating shit through adrenaline, where of course it's not going to outpace a psp because it IS one.

That's the point I'm making. There exists a snes9x fork for vita, and an mgba fork for vita (or maybe it's vba-m I don't remember). They both run games way better than retroarch or their PSP counterparts (well, gba is a mixed bag, there were hundreds of forks of gpsp that eventually made every game full speed.)
Retroarch is just mediocre in every regard, and also has issues with writing to sram for games, so you'll have to play and leave it sitting there for sometimes upwards of 2-3 minutes for it to write to sram after you save ingame, otherwise it won't actually save. Savestates work, thankfully.
You're genuinely better off playing the PSP emulators over retroarch for anything that's not SNES or gba, and using the native vita emulators for those.
