Where are they? I don't see any unlockable spells for any of my characters.

The only ones who can get spells at that point in the game are Angela (Holy Bolt, light-elemental attack spell) and Charlotte (Healing Light, light-elemental healing spell). Both are in their Spirit stat's table.

The party AI has to be the worst in any game. They literally run into red areas of death.

What's your party? The only characters that get spells prior to the first job change are Angela and Charlotte. Even then, spells are gated behind story progress because you need the Spirit that corresponds to the spell's element before you can use it.

The game is just made in Unreal 4 so model edit mods will probably be completed really quickly
