Vice city has the best setting and San andreass has more stuff to do and is better fleshed out.
3 is a tad outdated but still pretty good. Same for 4 although I had more fun with the multi player. It's dlc is good.

GTA IV was the first step into an HD universe as III was for a 3D universe. Why the dumbarses decided to gimp a lot of what IV had going for it instead of evolving as III did to Vice City, they made another III of the HD universe.

How about Northern San Andreas in the 70s. You get sunny palm tree laden desert Las Venturas and cloudy gloomy San Fiero. Story would revolve around the mob, Oaktown (Oakland) gangsters, hippies, and asians.
