You should have used hank in your first play troughs so you can use the other characters on new game plus.
Since you didnt just go to the dumpster near the house area during the start of the game and interact with the cigar inside it. a hank cutscene will trigger. When you get to the boss fight both you and her will be debuffed by cigar addiction but the debuff on her will be much worse and you can beat her easily.
