Only according to the producer I think it was who clearly hasn't played his own games where Kiryu goes to a love hotel with 10 separate women in his very first game. He even thinks Yumi was Kiryu's only love when Kiryu has more chemistry and romance with Kaoru than he ever did with Yumi.

Not really. If you've only played 0 then I guess I could see where you're coming from but even there the Makoto scene a bit later on is much more emotional. As are several scenes in other games like Shinada having all his friends being there for him in 5, Kiryu walking away from the orphanage in 6, and Makoto's death and Ryo's suicide in Black Panther 2.
If you've played 1 before this then you already know Nishiki is a complete failure who is putting on airs to try and seem stronger and someone trustworthy enough to take up the responsibility of things so it really doesn't hit anything like it's trying, at least for me. Same deal with that scene later on where he teams up with Kiryu outside of Little Asia, I couldn't feel less hyped up because I already know he's simply trying to prove to Kiryu he matches up to him or can at least be dependable. That's not to say Nishiki isn't being somewhat genuine, but it's so hard to care for those scenes if you have context because you see the context in every scene he's in. Even the very first scene has Nishiki bragging to Kiryu about how he's close to higher ups in the yakuza and has money to throw around.
Yakuza 0 baby here, which games are concidered the best ones? I suppose in terms of content vs story would be good. I loved 0, i'm playing Kiwami right now and I feel like there's less content so far compared to 0, but I haven't gotten very far. So maybe some big sidestory opens up later.
0 and Judgment would be about the only ones people agree on. For me K2 and 5 are also higher tier titles but opinions vary
2, 4, 5, and Ishin are usually considered the best ones though 4's always argued about due to the story's beats later on with the reveals. I'd throw in Kenzan, Judgment, and Black Panther 2 into that list myself but a lot of people find Kenzan more annoying due to all the problems it has which is understandable.
Keep in mind K1 is still using 1's substories so they're all still in that sort of development period where a lot of them are throwaway scam ones, though K1 added some more modern ones like the dad one, the chin guy, PCF, Munan Chohept, and that 80's girl. It is a remake of the first game after all just with some more minigames, polished gameplay, and minor additions. 2's also going to be the same deal with substories though there's more new ones than K1 has, and you have two major new minigames that weren't in 2 along with it being the Dragon Engine so it's the most modern engine gameplay.
