Tough to think of modern games, but I probably around 50% of titles on the Genesis, SNES, N64, and PS1 were in the 6/10 neighborhood. Not bad but just not enough there in terms of content or execution to really make them memorable. These days studios play it so safe that you typically get an 8/10 but without any upside
