There IS voice acting, but it is only in the majorly important cutscenes. You may want to wait until later this summer for the 5.3 release because the initial ARR story quests is being trimmed down. It is long and boring as fuck.

its mainly at the start, ARR has nearly no voice acting but it gets more and more voiced lines as you go on
shadowbringers had around 80% voice acting for the main story line.
