You don't get those through regular quests, you have to meet specific conditions on each map.
Start by going to the Ancient Forest and collecting the doodles that are scattered around, then go to the top of the map and look around up there.

It's worth doing for the Plunderblade alone, it's a godsend when you're grinding for mats. Just follow a guide and you can get the whole thing done in about half an hour.

It can only do that after you start Iceborne. Otherwise, it has two functions; forcing shiny drops and allowing your Palico to steal items that you'll receive at the end of the quest (this can include rare stuff like plates and gems).
