I've been reading the IDW comics while quarantined & I like this idea. I'd want it to have a 2 or 3 person tag team system like Marvel or Fighterz. Also I'd want it to have good online at launch. Something I noticed about the turtles especially in IDW is that as long as you keep the basic structure you can do whatever you want so it could pull inspirations from the movies, comics & shows while being its own thing. Finally I'd want Slash, Leatherhead, Kraang, April, Bebop, Rocksteady & Aoplex playable.

My nephews watched the 2012 show & even though stuff is different like their being no definite Krang, April is psychic & made Kairi Splinters daughter it was clearly banking on nostalgia that only an older audience would know.
