Okay, look. In the original game, Sephiroth's first ingame appearance is the Kalm flashback where he is not menacing at all until the very last scene. Then next time he appears, which is also the first time outside of a flashback, is on the cargo boat. After that, you don't see him until the Shinra Mansion basement. After that, he doesn't appear again until Temple of Ancients which is the first time since the flashback that he has a decent amount of dialogue. He drops by in Forgotten City for an FMV, and he finally has a lot of scenes in the Whirlwind Maze. But that's pretty much the last time you see him outside of his cameos in Cloud's lifestream hallucination thing and the final bossfight. Sephiroth is barely in the game despite how central of a character he is.
