Why is Gordon Freeman seen as a hero of the resistance to the point he and his suit are the literal symbols of the resistance when no one ever saw what he did in Black Mesa and Xen, and then he completely disappeared off the planet for like 20 years?

Gordon was designed to be a blank slate character in HL2 where the player is given near complete control over how he acts toward the environment and his colleagues. Not only are you allowed to shoot the scientists and guards but you're actively rewarded for doing so in some circumstances. The decision to put even Gordon on the title screen was controversial for Laidlaw. HL2 is a much more narrative game and Gordon, who was not designed to be given any specific role as a hero, was awkwardly forced into that messianic role where he's not allowed to kill anyone crucial to the story but they still decided to keep him as a mute (which was kind of a bad decision in hindsight if they're going to take this approach) which leads to a game where people just talk at you the whole time and make sarcastic quips about how you'e so quiet xd. Alyx did a much better job of what HL2 was trying to do by giving Alyx a speaking role.

To promote the player as a Hero in a major commercial release. In retrospect I think Half-Life 2 lays it on a bit thick at times and it really takes me out of the experience sometimes, especially all of Alyx as a character, who's a glorified e-girlfirend for sad sack nerds.

He's not a hero to the resistance before then. During Route Kanal, none of the fleeing citizens know who he is unless told about him by Alyx or Eli, the latter of whom does know Gordon from the Black Mesa Incident.

as far as I remember it was a complete fluke:

there are like 5 survivors of black mesa and NONE of them knew what he did, the last time kleiner/eli/barney saw him was right before or right after the resonance cascade and all three of them are shocked that gordon's even alive, and we never even see magnusson in HL1

The suit had a GPS and other scientists were tracking Gordon through the complex, they mention this and state that the others are rooting for him in the first game.

In Half-Life, one of the sectors of Black Mesa, the one where most of the teleportation research teams are, is called Lambda.

Vortigaunts know what Freeman did, and they are close with Eli. Eli also knows about Gman.

Breen also knows about Gman. He freaked and reported it to his Advisors as soon as he saw Freeman during the teleportation errors because he knew what Freeman's appearance meant.

The vorts have a hivemind and all knew that Gordon freed them, also a handful of scientests did survive and would of known what he did due to the tracking built into his suit. He is not noticed in the beginning of the game by the average person as they know the name but not what he looks like. The C17 population starts to learn of him as the city starts to go on lockdown and rumors spread of someone the combine/breen are looking for. Once he returns to C17 everyone knows as Gordon has been blowing up combine shit all over the countryside and broke out of Nova Prospekt.
