I know this is a bait thread, but this game was created by an African developer.
The third world is slowly starting to get into game development. I remember hearing about a couple initiatives supporting game development in Africa and the Middle East.
But it's the same reason you aren't seeing hardly any art at all from those places. Books, music, film, anything.
They don't have the resources to support those industries, and a lot of people have a hard enough time just getting by, let alone finding the time to learn something like coding a video game.
Africa can barely make infrastructure, why would you think they can make a game?

I discovered Ugandan film recently. If their games are like their movies, I would be for it and probably would produce some good stuff.

You should watch this version of his movie. He did a MST3K style rip of his own movie mocking his own film and cracking jokes throughout. He has a funny sense of humor. And it is rare to see a director or creator mock and crack jokes about their own stuff.
