Both the original game in the CGI train shot (as you're driving through the railway after bombing) as well as the opening CGI both show you there's empty space between plates. That's where sunlight seeps in through.
It's even easier to see in the remake because you can actually look up and see the spaces between plates.
Furthermore there's literally (cheap and shitty) artificial light mounted on the bottom of the plates, acting as light for the slums below.
