Depends on how many points, but I'd probably go 10 int since bobbleheads and mind-enhancing surgery don't exist in our world. Gotta get those skill points. Whatever's left will go to charisma and luck. Even with 1s in everything else, you're still functional enough to walk an irradiated wasteland, handle some weapons, and take battle damage, not that any of that matters IRL but you're still not crippled or a pussy is what I'm saying.
