How do power levels work in FF7? You have people like in SOLDIER who are scientifically enhanced, but then you have people comparable to SOLDIERs or even stronger, like the turks, tifa, barret, cid, yuffie, etc, who are completely natural humans.

The heroes will always be superior to the enemies. As for the Turks, they're a special group of enemies who are also superior to the SOLDIERs due to being named, having personalities, big parts in the story, etc. The only named and relevant SOLDIER we've ever seen is Roche, and he is a tough cookie despite being only 3rd class.

I'd consider the game on Hard mode to be the actual balanced version of the game's world. Average troops can't do all the crazy stuff SOLDIERs pull off, but they can still take them down pretty quickly if they're off guard. Equipment, training, and materia balances most things out in the end.
