DLSS is an rtx exclusive gimmick that uses special cores to AI simulate higher resolutions. The old 1.0 version sucked dick, but the 2.0 version is legit accurate.

The problem with it is that it only supports 5 games right now, two of which I remember- Mechwarrior 5 and Control.

I pirated control and it legit gave me the performance of 1080p while using 3840×2140

But it just came out a month ago so we can't know if Nvidia will support it properly or not.

Nope. Can't even run CS:GO smoothly at the borderline lowest settings. Best this thing can do is F.E.A.R on medium, though it still tends to stutter in denser fights.
