Okay? We're talking about how commonplace powerarmor is in Fallout. Just because you encounter Enclave troopers early in Fallout 2, that doesn't mean that power armor is common. It takes a very long time until you actually get a suit of armor, and when you walk around the major settlements while wearing it, people will actively comment on how otherworldly and rare it is.

I vividly recall Brotherhood and Enclave being pretty dominant and well known in the Fallout universe. There's also the fact that in Fallout 1, the game takes place in 2161, while in Fallout 4, the game takes place in 2287. That's a difference of more than 100 years, and even later than Fallout 2, which means power armor is likely not as rare and mysterious as it was previously, as Enclave and BOS begin expanding operations.
