The only scenario in which I'd recommend playing the base game first is if you are really autistic about experiencing what exactly the Royal changed. And it's still a 120+ game.
Play just Royal since playing OG would still leave you with wanting to know what P5R adds, just like it was with us fags who played it first.

You meet her at the beginning and talk to her occasionally throughout the entire game, it just isn't until the very very end in the Royal exclusive content that she's actually playable. Pretty silly too because she awakens to her Persona like 2 or 3 dungeons before the base game ends and then she just fucks off because "gotta focus on my gymnastics!"
