i'm speaking mainly of rpg games. games like persona, earthbound, pokemon, final fantasy ect.
you're not relying on reflexes, coordination, or anything. you're pretty much immediately at an enemys mercy if they're at a higher level than you. in games with actual combat you can beat stronger enemies as long as you're good.

but a time limit literally makes them skill based
the turn-based mechanics in these games are not so different than the AI in board games and card games. It takes skill to beat the AI on the highest level in your average chess game. Less skill, I'd argue than it takes to complete the higher tier of difficult RPGs
