Because Japanese art is extremely derivative. Instead of using reality as a base, Japanese art would often use popular styles as a base. During the early 2000s semirealism started to become popular in Japan. It work for a while but now the style has become dated especially when the developer uses realistic textures. The unrealistic anatomical proportions is giving these character uncanny valley look.
