When bad writers are handed characters from another writer they tend to take a single identifiable characteristic and exaggerate it so that the character becomes that one characteristic at the cost of all else. In the case of Jessie she has a crush on Cloud in the original FF7 but is never really overt about it, probably because you're on missions in most of your interactions and don't have time to flirt.
Some people call this process Flanderization.
It comes from Ned Flanders in the Simpsons originally being characterized as a wholesome but dorky next door neighbor who represented the idealised form of the modern American family as a foil to the Simpsons. This translated in later seasons to Flander exclusively being a religious nut, every line and scene he features in is exclusively about how much of a religious wacko he is.
