It's not about reviews, it's about sales. Persona is a niche series breaking into the mainstream, made on a relatively small budget with low production values, so it can afford to be turn based. Final Fantasy is a huge series with huge budgets and an expectation that they'll push the envelope technologically, so their games need to sell at least 3 times as many copies as a Persona game to be considered equally successful. And they manage that and then some. They would not manage it if they went back to turn based gameplay.

Persona 5 took 10 years to make, got top tier Japanese talent and has like 140 hours of content, it's hilarious retards like you still think it's "niche" when it was expected to sell over 3 million copies. In no world is that niche. It's not blockbuster, but it's not niche whatsoever.
Yeah, it broke into the mainstream with Persona 5. Before that, the last entry came out in 2008, on the PS2, a dead console at the time. And then the series had nothing but fighting game and rhythm spinoffs for almost a decade.

Persona 5's combat system is entirely carried by cool visuals, its combat is functional and good for a turn based RPG but I never once thought "oh man this is so much better than an action game"
FF7R's combat is fun, flashy, AND functional, it feels like a modern translation of the ATB system, just that the player is expected to fill up the bar themselves rather than wait around on it.
Persona 5 came out in 2016. In 2011, they were already deep into development of the engine for Persona 5. It was in development for AT LEAST 7 years, or in hyperbolic Yas Forums speak, it took 10 years to fucking make.

not op but they're semi random, enemies in mementos respawn now so you can grind them, although they're avoidable, so imo it's best of both worlds

grind in royal is also way more enjoyable because instead of spamming reaper cheese/confuse cheese you can hunt a shitton of treasure demons on bad weather days

The decision to split the dungeons off from the grinding was kind of brilliant. Lets the dungeons be a tighter and more carefully designed experience, while still giving a place to go bash your head against trash mobs if you want/need to.
it's also great that even if you go full retard and grind for hours in mementos before going back to palace you can just lay off the steam playing darts/tycoon/remade batting cages and still get something out of it
plus even not that far into the game treasure demons give you like 10+k yen ea, that with unlockable bonuses makes you able to fuse higher level personas really easy considering it's behind like rank 5/6 and not 10 now
i played base religiously and got collectors of royal, base burned me out really hard when attempting to plat it, but royal is keeping me engaged, it just feels fresh with all the quality of life changes and new stuff
