False. I had this and another YYH game for the GBA. I usually hate tactics games, but fuck I loved this one. It was way too easy though.
Namco had some really underrated stuff on the GBA. Rebelstar and Sigma Star Saga were the shit. I remember Tekken Advance being a really good game as well.
I played this too and really enjoyed it. It was much better than the other YYH game on GBA, the one that just covered the Spirit Detective arc.

11-year-old me got into a huge fight with my parents because they wouldn't take me to KB Toys so that I could buy Yu Yu Hakusho: Spirit Detective (with my own money), so I just up and left well they weren't paying attention and walked all the way to the store ~30 minutes by myself and bought it. I got in trouble and then I beat the game in one sitting because it's offensively short. It wasn't worth it
I had the Gamecube version, but I've seen gameplay of the GBA one and it looks surprisingly faithful.
Weirdly, neither have the passenger cutscenes from the arcade version.
