No I'm the kind of guy who played 3 and liked it without using mental gymnastics to justify it being a good game

Then you'd change the gameplay, not the setting. That hardly has any impact anyway. The first Max payne was more of a room clearing simulator than a shooter, you had to plan your attacks in advance and use slowdown to your advantage. In MP3 you actually have to aim, which changes the entire flow of the levels.
You're mixing up the writing with the gameplay somehow.

They wanted a realistic GTA which was yes a bad decision, but the story was cool and interesting, just like characters and the gunplay. Sure it's not a masterpiece, but it was good.

The title is Max Payne just as the MC's name, but nothing more.

I like bald, angry Max but the tone is completely different from what Remedy did. The first two games were crime thrillers with a noir vibe, the third was more of a revenge movie like Man on Fire. That's not to say they didn't have their stupid, ridiculous moments as well.

The story was great. I cannot think of a more fitting continuation for Max than how 3 played out. Would you have him remarry, cut the booze and live happily ever after or some shit?

I didn't really care much for the characters at all. The villains were all the most tepid, interchangeable gang of fuckers in the history of video games, and even the supporting cast barring Roman was just there without any flavor or personality. You had Roman, Brucie and... yeah. And they were the comedy relief characters, which seems to be the only thing Rockstar does well.
Then the city is full of the same childish puns and sexual references as the other games, which clashes with both the more "mature (read: boring)" tone they were shooting for and the muted visuals. It was the box factory of GTA games.
