The worst fucking thing about the game, was the autistic plot. There were US Spec Ops (Literal Government Military Forces) all over Raccoon City and Umbrella couldn't give less of a shit, but the moment you spot Leon (when he JUST got to the city when he's still, some literal who random cop) Umbrella lose their shit and try to kill you.

Why didnt they? Jill kept herself locked up in her apartment mixing drugs with alcohol and Brad is Brad. Would make more sense than sending in an untested BOW that doesnt even manage to kill a single STARS member in re3make
Because Umbrella likes to save money whenever they can, the reason why they sent in an untested BOW was that this was a convenient way to test it. They didn't really expect it would fail so badly.
Umbrella competes against itself constantly. Umbrella Europe made Nemesis and wanted to have proof it was better than the US's Mr X 103 tyrants. Even though - if we believe Umbrella Chronicles: Tyrants had already been perfected at least months before that by the Umbrella Russia.
This was the easiest layup in the fucking premise. Then they avoided every last conceivable reason for actually targeting Leon.

When you realize the cop is in the Next. THEN Umbrella should lose their shit over him. But making him out to be some huge threat and the sole reason the Company dropped Delta squad all because the player knows who Leon is, it is absurd
There's a few ways this could play out. Realistically, Jill isn't looking out for PvP so she's going to get sniped.
Gameplay he'd be kinda clunky to fight but would eventually lose because of shit AI.
Cinematically, there's to much smoke and cramped buildings to effectively snipe, so it's a small arms chase and it's a city she's familiar with; so they'd have a game of cat & mouse. They'd occasionally have their fights interrupted by BOWs. Eventually a friendly rivalry would bloom and he'd let her go, claiming to have killed her since he's been deemed expendable and he's not a fan of Umbrella anymore.
