Phoenix Down revives from being KO'd, IE: Knocked Out and unconscious, not actual death, in spite of the "Phoenix Down Instant Kills Undead" and "Spell called "Death" only KOs" conundrums.
Phoenix Downs only work when they're mostly dead.
