Probably. I hate this trend in dripfeeding content assuming we get this content at all. I'd rather just wait and play the full game than feel like I have to go back to it for random updates that adds tidbits of content at a time. Playing it sooner just ensures I get burned out and move on.

Some of it is unfinished stuff, but the reality of games nowadays is "patch it later". And honestly I don't give a fuck as long as it's free. Because the alternative is half assed content forever to quality updates later. They were upfront that the game is going to have updates as time goes on. Specifically with this game it also angers time travelers so that works out very well.
No, the guy who recently came forward with this (Ninji, the guy who made the mystery island guide) actually notes that some of it was not present in previous versions. More specifically the bushes were expanded upon in the game files from 1.0.0 to 1.1.4
