Make a proper RPG, with only sections that you play as Sonic, making sure those sections are the best.
I tell you this because gameplay wise it is just unfeasible to make a decent length game of consistent quality if its only Sonic running as fast as he can through stages. - Think of Sonic Generations, that is basically the best you can do with a game all about Sonic running through stages fast, and less than an hour to finish it or about three hours to complete it entirely.
So a RPG, with several overworlds and lots of characters is a must for a true Modern Sonic GOTY. It is also important to have other characters with different gameplay styles than Sonic that are fun to play as to pad out the game.

What you do is hire someone like manmosu marimo as the lead artist and character designer to re-make Sonic and make him good again. Ditch the 3D trash and the pixel nostalgia pandering art style, and just use his. Then what you do is make Sonic Rush type games with emphasis on story for a while until nobody cares about Sonic.

Sonic (and Sega) were built on arcade design philosophies, emphasizing replayability and improving your skills, Yuji Naka had speedrunning in mind. Modern Sonic is soulless because it has trashy modern game design philosophies, with the emphasis on presentation and story, it focuses on emulating the movie experience. Until Sonic Team (and Sonic fans who grew up on Adventure 2, Heroes, and Unleashed) realize this, there is no hope.
adventure 2 was designed to be replayable. stage rankings and emblem rewards. The rewards could have been better, I admit. but heroes and shadow did replay so fucking wrong.
I love the Adventure games, they were made when Sonic Team still had talent and passion, but they were trying to make a playable movie. Not that story and characters aren't important in Sonic, they always have been, and Adventure is enjoyable in that regard. But they did not nail the gameplay, which should have been their top priority.

Around the Dreamcast once big ass projects like Shenmue, Adventure ect. started to take shape and obscure the more traditional shit Sega had like Jet Grind, Space Channel, and Virtual On, the company as a whole lost sight of what made them unique and interesting. They were trendsetters but were still true to themselves, and they lost that in an attempt to instead follow the crowd and try to keep relevance in shallow ways. course it's not like kids/audiences nowadays would pay top dollar for an admittedly short, but sweet game that holds their interest for a couple of hours, but given how people lost investment in long ass games because of how many there are now, maybe an arcadey, fun, short, replayable, polished game wouldn't be so bad.
