It's a different problem.
Bumfuck nowhere places usually aren't completely run down or filled with druggies but they tend to be underdeveloped and its boring as shit to live there and you don't have much room to grow.
If you want to make something out of yourself you are mostly forced to live in the populated areas and because you don't start with 100k after finishing your education you will have to deal with shitty apartments in shitty districts surrounded by shitty people.
