The original FFVII wasn't neither that big nor that long. The majority of space taken by the game was the custscenes/FMVs and not by some insane amount of content.
Once you realize there are just ~24 side quests (and many of those don't even have dialogues or cutscenes and are just collecting/finding shit on map) and rest of the game is pretty linear with some light exploring here and there and small details like characters saying X and then Y you realize that it's actually packed way less than majority of modern open world/rpg games.
The map itself isn't even that "open". In the beginning you are actually put on a pretty linear path and the map really opens when you get the plane and it doesn't fully open until you get the Highwind, which is the endgame where you have done almost everything.
What i'm trying to say is, splitting the game into parts is lazy and shitty scam decision that should not be accepted. With their resources they could remake the whole game, EASILY. If you say that they needed to add more content, hence expand the game etc. two parts should have been more than enough.

in order to make the game to a standard people wouldn't immediately mock at first sight it had to be done. the amount of reused assets it would take to remake FF7 as a single game would be fucking bananas
dragon quest xi also has nowhere near the graphical fidelity of FF7R and nowhere near as many unique assets
It's better for the business to drag out it as long as possible to cash in on that nostalgia. Fans will gobble everything they make, even the shitty sidequests and time jannies.

How is it lazy when they're delving deeper into areas, adding things, and bringing it to life like it couldn't have been done before? It's a different time the technology has advanced decades, think about that.

Imagine having to give the entire game the Midgar treatment, it would be like 200 hours long and you would have to make a shit on of assets considering the world and how many places it has. It would cost millions and millions and +10 years of development to lunch 1 game, it would be financially inviable.

Pretty graphics but not on the same scale as this game. For example dialogues would have to be cut by more than 70% to accommodate the time needed for the rest of the game. Motion capture would only be kept for like 10 important scenes in the entire game and the rest would have to be AI or hand animated. Midgar would be pretty but only have one or two streets and the rest in the background, etc. etc.
Bottomline is you get your 40 hours' worth.

It took me 3-4 hours beating the original Midgar section in FF7. 40 hours to beat the game overall while doing some sidequests. Meanwhile in the remake it took 40 hours to do almost everything but the optional bosses on normal. The remake's been abolutely worth it. I'd rather have something like this instead of cutting half of the shit out that I liked with no way to get what I want, like in the Resi Demakes.
Though luck buddy, Square Enix realized they can sell you 1/10 of a game for 60 usd and they'll exploit it.

the way they made this one, no its not. The ammount of content they put in just Midgar means we have a flssh back to cover, villages, the shinra soldier march and boat, gold fucking saucer, Mount condor, red 13's story, barret's story, returning to nieblhiem, mako reactors, Cid's envolvement, Wutai. And that could be just the second game. You Still got black materia, the weapons, the large materia, space, cloud betrayal, cloud retarded, snow boarding, chocobo races, breeding, getting the highwind, and sephiroth. I didnt even mention aerith's death and that can be a fucking huuuge thing alone. There is so much content now that is left for just 2 more games.
