It's not just the textures, it's the complexity of the scene. They spend most of their polygon budget on the character models so you get very flat, simple and bland level design. Character models in MGS4 look great but the rest of the game looks genuinely ugly.

This is what annoys me in the Tales of series. The a characters are pretty nice, albeit being kinda generic anime, but the backgrounds are PS2-tier even today. It just looks so fucking boring. I had the same problem with Doom 2016 (it was basically just a bunch of boxes) and look at Doom Eternal, they invested in the environment and now the games is waaay more interesting and fun to traverse.
